It's not so much that their muscles are deteriorated but that an outside source (the virus) doesn't have full mastery over all of the human's bodily functions. Therefore making it clumsy.

It's kinda like, dead cells have been reanimated, via virus or your zombie-maker du jour, but the higher brain functions are gone. I'd say a good zombie should be able to get up to maybe a slow trot, but not flat out sprint. Like, picture an out of shape person trying to run a few miles.

Fast zombies implies a high metabolism. If they're going to be be running at you full speed all the time like they do in some movies, they're going to need a lot of food energy. This means They're going to be getting a lot of victims at first. I think they might slow down after a couple of months. They'll run out of food and die eventually. If they are only eating human flesh, they won't live long either. Protein is only meant to be about %20 of the human diet.
Ive come to the conclusion that they are two types of Zombie. A viral kind, which can infect through biting other humans (night of the living dead, 28 days later, dawn of the dead), or a demonic kind that is reanimated by supernatural powers (pet cemetery, army of darkness, dead alive) . The second kind is more interesting to me because they may not be stopped so easily by being shot the head.
In any case, adopting a "hunter gatherer" lifestyle in the country seems to be the best bet. The way this thread is going I think the zombies may not be the biggest threat, it's going to be each other.

Especially because the control it does have would probably be mostly in the larger muscle areas, as opposed to the ones that supply dexterity.  (added for lulz, no real relevance)

Generally, zombies "breaking in" consists of them hitting what's in their way until it breaks and they can climb through. No one's expecting them to be able to turn door knobs or open windows. They just hit/ram it until it breaks. At least that's the way I've always thought about it.

You're pretty much right that they would have greater control of larger muscle areas (i.e. Biceps and such.) Basically they'd ram/hit anything in their way with the hopes they could break it down, whether it was within their physical capability or not. And for some ~mysterious~ reason zombies never get tired and don't need oxygen (Which I don't think would make sense, because it would break down the muscles at an extremely fast rate since they're not able to regenerate.)

So really a reinforced house would be fine. I don't know any normal humans that can break down walls, wooden planks over the doors and windows- unless your zombie was a body builder, there's not much they can do right?

Yeah, reinforcing large windows would be your only problem. But also other people could easily break into a house, though I see no reason they'd want to.
